Hello Friends,
From past couple of days it has been continuous debate on how will SSC Prepare "SSC CGL Tier 3 Merit". We received many msgs regarding this. In this post will try to clear your doubts with proper references.
HIGHLIGHTS:
1) SSC CGL 2016 official Notification dated 13-02-2016 Said The Commission reserves the right to make changes in the scheme of examination.
NOTE- II: The Commission will have full discretion to fix separate minimum qualifying marks in each of the papers in Tier II and in the aggregate of all the papers separately for each category of candidates
2) SSC Uploaded revised Scheme of Examination for CGL -16 on 01-07-2017 and stated that
The final merit will be prepared on overall performance in Tier-I, Tier-II and Tier-III. However, the candidate will need to qualify all the tiers i.e. Tier-I, Tier-II and Tier-III separately. There will be no sectional cut-off.
This Notice is Root Cause of all Confusion.
3) SSC Uploaded Notice on 20-07-16 and elaborated The final merit of the successful candidates would be determined on the basis of total score obtained by them in Tier-I, Tier-II and Tier-III.

Para (9.1) of the aforesaid Notice says:
9.1 The Commission reserves the right to make changes in the scheme of examination such as conduct of Tier-I and Tier-II examination in computer based mode, treating Tier-I examination as only qualifying etc.
Note II On Page No 22 says
NOTE- II: The Commission will have full discretion to fix separate minimum
qualifying marks in each of the papers in Tier II and in the aggregate of all the papers
separately for each category of candidates

In this Revised Scheme SSC reiterated
In accordance with Para No. 9.1 of the Notice, the Commission had reserved the right to make changes in the scheme of examination such as conduct of Tier-I and Tier-II examination in computer based examination mode, treating Tier-I examination as only qualifying etc.
and Introduced The Online mode of exam with 100 Questions (75 minutes) etc
Commission also Emphasized that:
The final merit will be prepared on overall performance in Tier-I, Tier-II and Tier-III. However, the candidate will need to qualify all the tiers i.e. Tier-I, Tier-II and Tier-III separately. There will be no sectional cut-off.
This Notice is the root cause for all the confusion all candidates are facing. This notice says that candidates need to qualify in Tier II separately as mentions in official notice page 22 discussed above.

This Notice cleared all doubts of SSC Aspirants regarding Merit for SSC CGL Tier III.

(Para 17)
(17) The marks obtained by the candidates in Tier I & Tier II, together, would determine the eligibility of the candidates to appear in Tier III & Tier IV.
General Instruction - Para (6)
(6) The final merit of the successful candidates would be determined on the basis of total score obtained by them in Tier-I, Tier-II and Tier-III.
Further an RTI Reply dated 16-12-2016 Confirms that the Tier-3 merit will be prepared by combined score of Tier1 + Tier 2.
